Awarding a public-works job keeps it on certified payroll

If you flagged a pursuit Public works / prevailing wage before award, the contract it became wasn't flagged too. The job dropped out of the Compliance dashboard, and Certified Payroll said it wasn't required. Now Award Job carries the flag over, with California DIR as the wage authority, so the job lands in Compliance and Certified Payroll the moment it's awarded. A contract that already says otherwise is left alone, and you can still change the setting under Contract → Compliance.
