Bottom sheets on phones work the same everywhere

One bottom sheet. On a phone, adding a worker to a timecard, opening a T&M ticket, editing its lines, recording a GC signature, sending a signature request and checking sync status all open from the bottom edge the same way, clear of the home bar, with full-size buttons. On a tablet or computer they open in the middle of the screen.

Harder to lose work. A GC signature can't be thrown away by a stray tap outside the sheet, and closing a T&M ticket with unsaved lines asks first, including the ✕.
