DIR determinations import instead of asking you to check the document type

Settings → Wage imports reads a DIR determination and shows you its rates to check before anything goes live. On some determinations that step stopped at This PDF doesn't read as the document type you picked, even with DIR determination selected and the right PDF in hand. Picking the type again and re-uploading didn't help, because the document was never the problem.

The import now reads those determinations through to the review screen. Nothing else changes: you still check every rate against the paper before you save it, and a union wage card uploaded as a determination still gets the document-type message.

A very large combined document can still be too much to read in one pass. That now says so plainly. Upload the single determination for your craft instead.
