Dollar figures stay with Billing, and pursuits with the people who bid

What each role sees is set by the role matrix in Settings → Roles. Two kinds of information weren't following it.

Dollar figures. Contract value, billed and paid, Outstanding AR and backlog totals showed up for every role. You'd see them on the Execution and Projects lists and on the job cards in board view, in the money band on a job's Overview and the contract figure in its header. They were also on the Dashboard's money tiles, in Planning's monthly load, and on the Field, Closeout and Warranty lanes of the Pipeline. They now show only for roles with Billing. Everyone else still sees the jobs themselves (stages, the GC, dates, open tasks, completion risk), just without the dollars. A module's own screens keep its own figures: Setup still shows the SOV, Changes the change orders.

Pursuits. A foreman could open the pursuit lists, the Pipeline's bidding stages, a pursuit's own page and its estimate. Pursuits also turned up in Planning, on the Dashboard, in Goals, in search and in Ask your documents. All of that now needs Estimating, Proposal or Award. A role without them doesn't see a pursuit anywhere and can't start or move one.

A job's tabs follow the same matrix. A role sees the Billing, Contract, Budget or Estimate tab only if it has that module.

None of these figures or pursuits are sent to the browser for a role that can't see them, so they can't be read from page data either. Nothing changes for admins, or for roles that already have these areas.
