Federal certified payroll: the WH-347, from the same week's hours

A specialty sub on a mixed-funded job meets Davis-Bacon the most common way there is: the job is funded partly from Sacramento and partly from Washington. Until now that meant producing the California eCPR in STrOp and then rebuilding the same week's payroll by hand for the federal filing. Two sources of truth for one week of hours.

Not any more. On a project whose contract declares the federal wage authority, every certified payroll run has a WH-347 (federal) button beside Print / Review. It produces the US DOL Form WH-347 and its page-2 Statement of Compliance from the same approved timecards, deductions and rates the eCPR uses.

A few notes:

  • Last four of the SSN, never the full number. The federal form asks for an identifying number, not the SSN. The WH-347 carries XXX-XX-1234 and, if you keep one, the worker's union card number.
  • Payroll numbers stay continuous. A no-work week is still a payroll, filed as such, so the sequence never skips. Produce a form again after it has gone out and it is stamped Amended with the payroll number it corrects.
  • Apprentices are shown with their program, so the lower rate is defensible on its face.
  • Box 4 is answered once, in Settings. Settings → Fringe Declaration records whether your shop pays fringe into approved plans or in cash, with per-craft exceptions that print in box 4(c). It is a fact about your company, not about the week.
  • Double time folds into the overtime row, as Davis-Bacon has no separate column, and the remarks say so.
  • The DIR-only setup gates don't apply. A missing DIR project ID blocks the eCPR, not the federal form.

Signing the Statement of Compliance through the workspace, and the shortfall acknowledgment gate, are the next two pieces.
