Certified payroll filings, per authority and per period

A public-works job answers to the authority on its contract, and each authority wants its own filing on its own clock. Until now the compliance tab showed two fixed columns — California's eCPR and the federal WH-347 — and said "not tracked" for anything else.

Now the filing table has one column per authority the contract declares, named for what that authority's filing is: California (eCPR), Federal (WH-347), Washington (L&I report). Each cell reads the state of that filing for that pay week, and a closed week with hours and no filing is called out in amber. Authorities that file monthly get their own table, one row per project-month, rolling up the weekly runs that fall in it. Where STrOp does not produce an authority's filing yet, the period is listed and marked not tracked — it never reads as filed.

Below the tables, a filing calendar lists every period every authority is owed for, across cadences, with the overdue ones first. A week on a weekly authority and the month that holds it on a monthly one are separate entries, because each is its own filing.

The org-wide Compliance page's filings cell reads the same way, one line per authority, and the States page's what's due list now carries each overdue filing, dated on the day its period closed and linking to the job's compliance tab.

Two things that used to read as California everywhere no longer do: the DIR registration checklist and the Skilled & Trained Workforce roster are California's, so they show only on a job that declares the California authority. A Washington-only job is not red for a missing PWC-100.
