Price labor past the wage card: labor windows and forecast raises

The wage card only covers what's been negotiated. A job that runs into 2028 still needs a 2028 labor rate at bid time, and until now that meant a hand calculation and a lump of escalation dollars.

Forecast raise, per agreement. Under Settings → Labor Rates, edit an agreement and set Forecast raise %/yr. The forecast starts after the last rate on the card. Each anniversary of that rate, it compounds on the whole package: wage plus every fringe.

Labor window, per bid. In the estimate header, set Labor window: when labor starts and how many months it runs. Every CBA rate in the builder, from the default rate to each line's CBA picker, becomes the average across that window. Negotiated raises land on their dates, and forecast raises take over after the last one. Enter a different %/yr in the window to override the agreement for this bid.

The escalation stays inside the unit rates, the way it goes out on the bid. You can still see it: the header shows the rate against today's (+6.1% esc), and the CBA picker lists today's rate and the $/hr difference.

Leave the window blank and nothing changes: bids price at today's rates. Lines already priced keep their rate, so set the window before you price, or re-pick CBA on a line to update it.
