Retainage matches to the penny, and release and waiver amounts are checked

Retainage rounds the same everywhere. Each line's retainage now rounds half-up to the cent. The G703, the pay app's header, the lien-waiver amount and the release limit all add up the same per-line figures. Before, a line like 5% of $536.30 could be stored at $26.81 instead of $26.82, so the app held a penny less than the G703's arithmetic. Pay apps you've already submitted keep the amounts they went out with.

A release over the limit says why. If you enter more than the retainage currently held in Release Retainage, the field now shows the limit instead of quietly discarding your number. Releasing exactly the held amount works.

No $0 lien waivers. The waiver dialog won't generate a waiver for $0.00. A $0 conditional or unconditional final reads as settling the job for nothing.
