The apprentice-ratio check can see the crew

A ratio check that reports nothing looks a lot like a ratio check that found nothing wrong. On a public-works job those are very different sentences, and the apprentice-ratio card has been saying the first one while reading like the second.

Labor Code 1777.5 caps apprentice hours against journeyman hours per craft. The check was built and wired, but nothing was writing the craft onto timecard lines — so every line fell outside every craft bucket, the check evaluated zero hours, and the card came back quiet. No error. Just silence that read like a pass.

Craft now lands on the line when the timecard is saved. It comes from the crew member's labor agreement, which already carries the trade — a UBC carpenters agreement means carpenter, and nobody has to type it. Existing timecards were backfilled the same way.

For crew with no labor agreement, the worker card now has a Craft field. It sits under Classification and only matters when there's no agreement to read the trade from — the two are different things, and the distinction is the whole basis of the ratio:

  • Craft is the trade — carpenter, laborer, operating engineer.
  • Classification is the level within it — journeyman, foreman, apprentice period 3.

And when it still can't tell, it says so. A week with hours logged against lines carrying no craft now reads "Cannot evaluate — 16 hour(s) logged with no craft" rather than sitting there looking satisfied. A partly-checked week says Partly checked and is flagged the same amber as a real violation, because a half-finished compliance check reported as a pass is worse than one reported as unfinished. A genuine over-ratio finding still leads — that one is established, whatever else couldn't be attributed.

The statutory reference numbers behind the check — the 1:5 cap, and the PCC 2600 Skilled & Trained graduate percentages — now load automatically instead of waiting on someone to run a script by hand.
