Washington: record the Intent and the Affidavit on the Compliance tab

A Washington public-works job brackets the work with two filings on L&I's PWIA portal: the Statement of Intent to Pay Prevailing Wages before anyone mobilizes, and the Affidavit of Wages Paid when the work is done. The agency cannot pay you until the intent is approved, and it cannot release retainage until the affidavit is. Until now STrOp had nowhere to keep either.

Where they live. On a contract that declares Washington L&I, the project's Compliance tab gets a Washington L&I filings block with one card for each. Enter the id PWIA gave you, the date you filed, the date L&I approved, and attach the document from the project's files if you keep a copy there.

The weekly report uses it. The Washington L&I certified payroll report now prints the intent id from that card, and it will not generate until one is recorded — PWIA files every week against the approved intent, so a report without it is a report you would key in wrong.

Before mobilization. The post-award checklist on the Contract tab now asks for the intent on a Washington public-works job, the way it asks for DIR registration on a California one. Oregon, Nevada and Hawaii jobs get their own award-time rows too, each marked to verify with the agency before relying on it.

At closeout. The affidavit is not an award item. The Closeout tab's clearances block now says where the affidavit stands — not recorded, filed and awaiting approval, or approved — so the retainage request is not sent before L&I has signed off. The clearances themselves (L&I, ESD and DOR releases) are unchanged.

Once filed, it stays filed. The affidavit is a sworn filing. The moment it carries a filed date, its id, date and document are frozen in STrOp; only the approval date and notes can change, and the record cannot be removed. A correction is a new filing with L&I, not an edit here.
