Wage imports: the PDF is one click from the list

On Settings → Wage imports, each staged document had one button, labelled Open. In a table of PDFs that reads as "open the PDF." It didn't. It selected the row, and the actual document was behind a Source PDF button that only appeared once the row was selected.

Each row now carries the document directly — PDF for a DIR determination or wage card, Source for a federal General Decision's text file — and the row action is labelled Details (or Review, once parsed) so it says what it does.

One quieter change underneath: opening the document no longer depends on your browser's popup blocker being lenient. The tab opens on the click itself and fills in once the signed link is ready, which is what Safari requires and what Chrome's stricter settings expect.
